This is interesting. Most Dairy Queen's in Texas operate under the original franchise agreements from the 50's. The original agreement allows each store complete control over non ice cream menu items, however they must strictly adhere to the corporate menu for ice creams/desserts. It's why some serve corn dogs, and other's don't, some serve various forms of tex mex fair.

It's why when I went into a DQ this weekend in a small town of 4000 where it was one of just a handful of restaurants they had "Huevos Rancheros" on the menu, as well as scratch made pancakes.

The original 50 DQ's in Texas actually have the cost of their ice cream mix indexed dairy commodity prices. When the franchises are sold the contracts get passed along.
